Improved handling of certain conditions that can lead to site issues
Failed transfers will no longer block subsequent Aspera uploads [#00654558]
Assets with uploads in progress will no longer slow down package indexing [#00650404]
Repeated reprocessing requests will be ignored if the asset is already queued for processing, avoiding processing backlogs
